Pass Through Entity (PTE) Requirements

Attendees will explore Uniform Guidance for 2 CFR 200.332 Pass Through Requirements for federal grants. We’ll cover proposed changes to Uniform Guidance and how they affect Pass Through requirements. We’ll review frequently overlooked requirements, such as Pre-Award Risk Assessments, Suspended and Debarred and Special Conditions. We’ll distinguish the differences between subrecipients and vendors, a still much misunderstood differentiation. We’ll discuss subrecipient monitoring – how much is too much and what is my bare minimum?

Learning Objectives:

  • Identify Uniform Guidance for 2 CFR 200.332 Pass Through Requirements for federal grants

  • Evaluate how proposed changes to Uniform Guidance will affect their organization

  • Determine the difference between subrecipients and vendors

  • Establish the appropriate level of subrecipient monitoring
