The federal response to the coronavirus pandemic has been robust and complex. Federal efforts have involved: (i) numerous enactments by Congress, including new programs and added flexibilities and funding in existing programs; (ii) invocation of special authorities under the federal emergency response framework; and (iii) additional flexibilities in federal grant programs encouraged by the Office of Management and Budget ("OMB") and implemented by individual federal awarding agencies. For federal grantees, understanding the framework within which we are operating is important to identifying where flexibilities may exist and how initiatives in one area may require careful management to avoid conflict with obligations in other areas.
