Speaker Bios

 


Kelly Bucci, CPA
Kelly Bucci is a senior manager with Crowe LLP. She has over 15 years of experience in public accounting, including providing accounting, auditing, and consulting services to government and not-for-profit clients. During her career, Kelly has worked on accounting consulting projects, governmental financial audits, compliance examinations and performance audits, that followed Government Auditing Standards and Uniform Guidance, Audits of States, Local Governments, and Non-Profit Organizations.

 

 

 


David Clark 
David Clark is a practice leader at BDO, assisting recipient of federal grants in key areas, including full lifecycle grants management, forensics and investigations, financial risk management, excellence in financial operations, and strategy. Over two decades of consulting, David has supported clients in the management and administration of billions of dollars in federal grants and supported clients through audits from OIGs and False Claims Act cases.

 

 


Joe Gorsuch
Joe is a manager with Deloitte & Touche LLP, bringing 10 years of experience in leading and supporting community engagement, disaster response, and federal grants compliance efforts for state and local governments. He possesses comprehensive knowledge of the grant management life cycle and specializes in leading, training, and guiding teams to address complex challenges across all levels of government.

 
 


Lindsey Jackson, PMP, CGMS
A member of Forvis Mazars’ grants management service line, Lindsey has more than 12 years of financial and grants administration experience for governmental and private industries. Lindsey provides clients with a wide range of grant administration services, including grant administration, project/program management, design and development of policies and procedures, program implementation, training, procurement, construction management, compliance and oversight, and program closeout. Lindsey is a certified Project Management Professional (PMP) and Certified Grants Management Specialist (CGMS).

 
 


Anish Kochhar 
Anish Kochhar is a manager in BDO’s Industry Specialty Services team, specializing in nonprofit and government contracting sectors. He supports organizations with strategic planning, process improvement, and accounting system implementations. With a background in public accounting, consulting, and outsourced controller roles, Anish is skilled in nonprofit audits, financial management, and technical accounting. His expertise includes grant compliance, lease accounting, and month-end close optimization, consistently delivering strategic solutions through operational and financial enhancements.

 
 


Molly Moss, CPA
Molly Moss is a compliance and finance senior manager at Crowe LLP with over eight years’ experience in public accounting. She provides accounting, auditing, and consulting services to governmental clients. She also assists her clients with financial reporting, grants management, risk assessments, compliance, and operational improvements.

 
 


Carson Phillips, CGMS
Carson Phillips has 10+ years of experience in federal grants management and has served in roles directly interfacing with the federal agency making grant awards as the prime recipient and acting as a passthrough to subrecipients. She has also served in roles where she was a subrecipient of federal awards passed through state agencies and has advised on strategy and facilitated a number of speaking engagements related to federal grant compliance. Carson has a variety of experience supporting client's grant management portfolios including federal funds from Housing and Urban Development (HUD), Environmental Protection Agency (EPA), Administration for Children and Families (ACF), and other state, local, and private funding sources. Her experience is spread across 42 states and includes the full grant lifecycle from application to closeout.

 
 


Abby Rollins, CGMS, CFE, PMP
Abigail (Abby) Rollins is a partner in CohnReznick’s Government and Public Sector Advisory practice with 18+ years of experience in emergency management services. Based in Austin, TX, she is a firm leader in providing policy and operational support services to government agencies including compliance and monitoring, QC/QA, and policy and procedure development and documentation. Abby’s work in this area includes contractor assessment reviews for the Government National Mortgage Association, QC reviews for HUD’s Multifamily Accelerated Processing program, and financial and project management system assessment for the Louisiana Coastal Protection and Restoration Authority. Abby has overseen a variety of engagements providing project management, financial management, policy and program compliance, and oversight consulting services to state and federal government clients.

 
 


Joseph Simon, CGMS 
Joseph Simon is a manager at Deloitte & Touche LLP and serves as chair of the NGMA New York/New Jersey Chapter. He has extensive experience in grants management and compliance and has been a presenter at NGMA’s Annual Grants Training (AGT), as well as to state-wide audiences on topics including 2 CFR 200, subrecipient monitoring, pass-through entity requirements, risk assessment, and financial management. Joseph is known for providing practical insights that help organizations strengthen compliance and improve grants administration.

 


 


Thomas Stanton
 
Thomas Stanton is a principal in KPMG’s Forensic practice with more than 25 years of experience providing compliance and monitoring services, including serving as an integrity monitor for the city and state of New York and New Jersey. He has conducted investigations and provided fraud risk management advisory services to multinational public corporations, as well as public service and not-for-profit organizations.

 
 


Kim Swain, PMP, CGMS, GPC
Kim Swain brings nearly 20 years of grant writing, grants management, and compliance experience, including 10 years as a grants director for a tribal government. She has secured over 150 competitive grants totaling $40 million. Her expertise spans strategy, compliance, budgeting, and program development. Kim directed pre- and post-award processes for 30+ federal grants annually, ensuring financial and procurement compliance with 2 CFR Part 200. She holds a B.S. in organizational management from John Brown University.
