March 13, 2025 – WASHINGTON, D.C. – Miranda Haywood, manager of the Procurement Services and Grants Management Division at the Federal Aviation Administration (FAA), won the 2025 Impact Award, Public Sector from the National Grants Management Association (NGMA). She was nominated for her outstanding ability to develop people while driving results, and successfully advancing her organization’s mission.
Haywood’s division supports the FAA’s mission in establishing and administrating a portfolio of contract vehicles and provides grants management administration to secure services and financial assistance opportunities for the FAA and the general public. She leads a crossfunctional team that is responsible for awarding approximately $420 million in grants and administering over $7 billion in technical and support service contracts at the FAA.
Haywood is the chief grant officer for the FAA Office of NextGen. Using her passion for grants management and outreach, she has forged opportunities to educate and recruit for the aviation industry through training and workshops. Haywood is a strong advocate and influencer in obtaining additional appropriated funds from Congress for aviation grant programs. She has championed transparency, instituting clear reporting mechanisms that have increased public trust and accountability in the organization’s use of funds.
Haywood earned the DOT Gold Medal Award from the Secretary of Transportation as a Bipartisan Law Implementation team member. Her expertise is rooted in optimizing financial management, ensuring compliance with federal regulations, and strategically allocating resources to achieve measurable outcomes.
Haywood holds a bachelor’s degree from Howard University and a master’s degree with a concentration in public administration from Bowie State University. She is a certified project management professional (PMP) and a graduate of the distinguished Federal Executive Institute.

The NGMA Impact Award, Public Sector, honors a public official at the federal, state or local level who has made a positive impact on professional grants management practice. Haywood and the winners in the other NGMA Award categories (Impact Award, Private Sector and Newton Award for Distinguished Service) were recognized at the 2025 Annual Grants Training (AGT) on March 13, 2025 in Washington, D.C.
