Pandemic Relief Part Trois: CARES, CAA, and Now the American Rescue Plan

Breaking News!  Read all about it!  As you may know, the American Rescue Plan Act of 2021 (“ARPA”) was signed into law on March 11, 2021.  The Act provides more than $1 trillion in funding to stimulate the economy and assist with COVID-19 relief, including through new and pre-existing programs.  A significant amount of funds are required to be disbursed to governments within 60 days of the law’s passage, and others are expected to flow shortly thereafter.  During this session, we will discuss key funding aspects of the legislation, specific areas of risk of noncompliance, interactions with funding streams authorized under the CARES Act and the Consolidated Appropriations Act, 2021, and best practices to consider as your organization plans to receive, disburse, and manage both funding and performance.

Learning Objectives:

  • Identify key funding streams and programs included within the American Rescue Plan Act of 2021 (“ARPA”)

  • Discuss implementation risks, including financial, compliance, and reputational risks

  • Navigate to the legislation and locate appropriations and funding applicable to specific industries and organization types

  • Discuss best practices in grants coordination and administration in preparation for receipt of ARPA funds
