Section 889 of the 2019 National Defense Authorization Act is a significant change to Federal procurement, and it impacts almost every contractor doing business with the Government. The provision bans government contractors from using technology and services tied to Chinese equipment manufacturers that have been deemed cybersecurity threats by the U.S. government. The companies affected by the legislation are Huawei, ZTE, Hytera, Hikvision, and Dahua and their subsidiaries. The National Defense Authorization act was put into place to prevent cyber-attacks and efforts to exfiltrate information and intellectual property by foreign adversaries which pose risks for the U.S. government and industry.

This course will provide the participant with the needed knowhow on section 889 of the National Defense Authorization Act and how it effects any kind of procurement opportunity with the government. In the course the effects of section 889 will be investigated both from a government agency POV and a Government contractor POV.

  • What are the requirements of 889?

  • What were the impacts of section 889 for the recipients of federal funds?

  • What do we do if we use those band systems?
