the mechanics and chronology of recipient
reporting, provides clarification
on reporting to Recovery.gov and Federalreporting.gov,
clarifies the definition and obligations
of recipient and sub-recipient, provides a common
framework for data quality, and
further clarifies job creation estimates by recipients.

OMB Issues Guidance for Carrying Out Programs and Activities
Enacted in the American Recovery and Reinvestment Act of 2009

HENRY "HANK" GEORGE KIRSCHENMANN, JR.
On November 15, 2008 Beloved husband of Pansy
"Pam" Hirst Kirschenmann.
The Board of the National Grants
Management Association is deeply saddened by the passing of Henry "Hank" Kirschenmann. Hank was long committed to the advocacy and support of the grants management profession, having served as NGMA's
first Business Officer (retiring in 2001), and as Deputy Assistant Secretary for Acquisitions in Grants Policy, U.S.
Department of Health and Human Services (1981-1988), where he oversaw the setting of federal indirect cost rates to grant
recipients, including colleges and universities.
In 1979, while Director, Division of Financial Management Standards and Procedures of the then Office of Assistant Secretary/Comptroller
to the Assistant Regional Directors for Financial Management, Hank interpreted Federal Management Circular 74-4 (which
became known as the "Kirschenmann Memorandum"), clarifying allowability of costs of elected or appointed officials.
Hank was a CPA, held a Masters of Public Administration, and served
as a consultant with BearingPoint, Inc., President of Support Groups, Inc., and Director of the National Education Institutes,
a non-profit training organization.
He will be dearly missed.
