This office gathers, processes and disseminates statistical information related to awards from the Federal government. After the close of each quarter of the Federal fiscal year, the Federal Assistance Award Data System (FAADS) produces a file of standardized data records on all types of financial assistance awards made by Federal agencies to all types of recipients during the indicated quarter. Each transaction record identifies, by the Catalog of Federal Domestic Assistance (CFDA) program code number and name, the type and amount of financial assistance, the type and location of the recipient and the geographic place of performance. The Federal agency that made each award is identified by code and by name.

Public Law 106-107 covers all domestic "federal financial assistance" programs, including entitlements, that provide resources (e.g., grants, contracts, loans, in-kind contributions) to states, localities, organizations, or individuals. The law requires OMB to work with other federal agencies to establish, when consistent with existing law: 1) A uniform application for financial assistance (e.g., grant applications) from multiple programs across multiple federal agencies; 2) ways to simplify reporting requirements and administrative procedures, including uniformity and standardization of rules affecting funding from multiple programs; 3) electronic methods for applying for, managing, and reporting of financial assistance funds; 4) improved approaches for the collection and sharing of data pertaining to financial assistance programs, and efforts to strengthen the information management capacity of state, local, and tribal government and nonprofit organizations; and 5) specific annual goals and objectives to achieve these items.

Universal Identifier by Grant Applicants

The Office of Management and Budget (OMB) is seeking to establish a standard means for tracking Federal grant recipients throughout the entire grant life cycle and to provide the public with a uniform business practice. Currently Federal agencies use multiple and different identifiers for the entities which apply for and receive Federal grant funds, while a single identifier is used by entities which apply for and receive Federal contracts. The Federal Government is in the process of developing an electronic standard grant application capability, known as E-APPLY, under an E-Grants system which will require each applicant to be uniquely identified. Comments are being sought on establishing a requirement for applicants to register for a Dun and Bradstreet (D&B) Data Universal Numbering System (DUNS) number for use as the Universal Identifier needed to respond to Federal agency grant or cooperative agreement announcements.

Cost Principles for Non-Profit Organizations

1. Purpose. This Circular establishes principles for determining costs of grants, contracts and other agreements with non-profit organizations. It does not apply to colleges and universities which are covered by Office of Management and Budget (OMB) Circular A-21, "Cost Principles for Educational Institutions"; State, local, and federally-recognized Indian tribal governments which are covered by OMB Circular A-87, "Cost Principles for State, Local, and Indian Tribal Governments"; or hospitals. The principles are designed to provide that the Federal Government bear its fair share of costs except where restricted or prohibited by law. The principles do not attempt to prescribe the extent of cost sharing or matching on grants, contracts, or other agreements. However, such cost sharing or matching shall not be accomplished through arbitrary limitations on individual cost elements by Federal agencies. Provision for profit or other increment above cost is outside the scope of this Circular.
